On March 13th the Chamber sent the following letter to Mayor & Council Members for the City of Galveston restating our position the recently passed Galveston City Council Committee, Commission and Board Appointment Policy.
Mayor Yarbrough and Council Members,
Please find attached a copy of the resolution from the Board of Directors of the Galveston Regional Chamber of Commerce previously sent to the Galveston City Council stating our position and recommendations regarding Resolutions No. 14-038 and No. 14-041.
On October 21, 2014, the Galveston Regional Chamber of Commerce Board of Directors unanimously approved the unanimous recommendation of the Galveston Regional Chamber of Commerce Advocacy Committee and passed the resolution to take the following position regarding the recently passed Galveston City Council Committee, Commission and Board Appointment Policy:
The Galveston Regional Chamber of Commerce has concerns about the new appointment policy of City Council. We are most concerned because we believe certain committees and boards that require technical expertise or have major economic impact on Galveston and its businesses should be selected after competitive interviews by the entire Council rather than be left solely to individual Council member recommendations and rubber stamped by rule by all other members of council;
We believe that because of the demanding nature of these committees, they should require vetting of specific candidates to provide the best chance that the most qualified people can be appointed by Council. The Boards and Committees which we believe need to be selected by vote of the entire Council after competitive interviews include the Galveston Wharves Board, Park Board of Trustees, Finance and Fiscal Affairs Committee, Zoning Board of Adjustments, Planning Commission, and Building Standards Commission; and
We will be glad to come and discuss this with Council, but are very concerned that with the present system, Council has given up its right to test those appointed to critical Boards and Committees.
This position statement was developed after extensive discussion by the business community, including the Galveston Hotel & Lodging Association (GH&LA) approved by our Advocacy Committee and Board of Directors, and we believe it expresses the majority opinion of the Galveston business community. We believe that this position statement represents the best interest of the entire city. We stand ready to meet and discuss this position with you and the City Council at your convenience.
We would like to understand the reason for your decision to change the vetting and interviewing process. We request your assistance in clarifying the position and rationale for this decision by City Council.
Our goal at the Galveston Regional Chamber of Commerce is in keeping with your vision to make our community strong and prosperous. We appreciate your leadership and service to this end. Please let us know when your schedule might permit an opportunity to discuss your decision for further clarification for our Board of Directors and membership.
